OFF Page SEO without webmaster verified

I had made some changes in my site but due to some reasons it is not verified by wenmaster tool.So I can start Off page Seo of that page or i'll have to wait till the time it is verified?

• can you share domain ? so i can analyse why your website is not verify, you can use meta tag to verify your website if .html file loading not work
