Motivation is linked to self-worth. To be motivated one needs to realize and understand one's capabilities, skils and needs to maintain a positive mindset. While motivating someone other than yourself, one should understand WHY the sufferer is demotivated. After understanding that reason, you can accordingly tackle the issue by generating selfworth in a relevant manner. But know that you as a person can only initiate motivation but not completely motivate a person as eventually irrespective of the external influences, one uses self motivation at some point. 
If your friend is sad or is feeling low, talk about positive things, do fun things, develop a positve vibe and eventually talk them out of their sadness and sadistic nature.
