Why HR ask CTC from the candidate
HR should be barred to ask candidates CTC because when they mention in the offer letter to keep it confidential. Candidates should take strict action and not to mention their CTC to other company HR

I would answer this question from the perceptive of the Management. Generally in the Organization certain amount of Budget is allocated for Hiring the talents. So, Once the budget is completed they cant hire the other talents till the new budget is issued. So, Generally HR's should be very careful while deciding the Compensation. They generally ask the expected CTC to set Compensation as best as possible so that they can effectively utilize the budget.There are few slab rates which will be issued by Organization and depending on that some position will be filled.
